摘要:
铁路营业线施工中的列车运行安全是机务部门非正常行车安全控制的重中之重,为加强铁路营业线施工机务行车安全管理,文章运用风险管理的理念和方法,通过对营业线施工机务安全进行风险识别和风险评估,提出了营业线施工机务安全风险流程控制措施和预防机制,建立了科学完整的铁路营业线施工机务行车安全风险防控体系,确保营业线施工机务安全有序可控。
Abstract:
Train operation safety in Railway Business Line Construction is the top priority of the abnormal traffic control of the locomotive department. In order to strengthen the locomotive safety management of Railway Business Line Construction, the risk management concept and method are adopted. Through the risk identification and risk assessment of Railway Business Line Construction, the Railway Business Line Construction locomotive safety risk process control measures and prevention mechanisms are proposed. The scientific and complete Railway Business Line Construction locomotive safety risk prevention and control system is established to ensure the locomotive safety and orderliness of the Railway Business Line Construction.
